Liu Xianfa Named China’s Special Envoy to Africa

The Central People’s Government of China has appointed Liu Xianfa as the new Special Representative on African Affairs. The announcement was made by Guo Jiakun, spokesperson for the Ministry of Foreign Affairs, during a press conference in Beijing.

Liu Xianfa’s Diplomatic Background

Liu Xianfa is an experienced senior diplomat with a strong background in African affairs. His previous roles include:

  • Consul-General of the People’s Republic of China in Lagos, Nigeria
  • Ambassador of China to Kenya
  • Assistant Foreign Minister
  • Commissioner of the Ministry of Foreign Affairs in the Macao Special Administrative Region (MSAR)

Responsibilities as Special Representative

In this new position, Liu will represent the Foreign Ministry in diplomatic communications. His duties include:

  • Coordinating with African countries
  • Engaging with the African Union
  • Promoting dialogue and cooperation
  • Fostering a collaborative China-Africa community for the new era

Details of Appointment

Liu Xianfa was born in April 1963. He recently completed a five-year term as the head of the Office of the Commissioner of the Ministry of Foreign Affairs in Macao. He ended this tenure on January 15, 2026. His successor, Bian Lixin, officially took on the role the same day.

This appointment marks an important step in China’s diplomatic efforts towards strengthening ties with Africa. Liu’s extensive experience is expected to play a vital role in enhancing relations between China and the continent.
