Background: protests at the Whipple Federal Building
The Whipple Building has been a focal point for demonstrations in recent months. Protesters gathered almost daily during Operation Metro Surge.
The campaign placed the site at the center of federal immigration enforcement activity. Demonstrations have continued after the operation ended.
Minnesota congresswoman Kelly Morrison visited the site in February. She described the conditions there as unacceptable.
