Bishkek Bans Kiosks and Canopies in Multi-Story Building Courtyards
27 March 2026, Bishkek — The Ministry of Construction, Architecture, Housing, and Communal Services announced a citywide ban today. Minister Nurdan Oruntaev signed the order to prohibit lightweight structures in apartment courtyards.
Scope of the ban
The ban targets kiosks, pavilions, canopies, metal awnings, garages, and similar temporary constructions. It covers courtyards of multi-storey apartment buildings and other residential blocks.
An explicit exception allows only water vending machines to remain. All other temporary structures must be removed or face enforcement actions.
Permits and regulatory pause
Relevant departments must suspend issuing new installation permits immediately. They must also halt renewal of existing permits until new rules are adopted.
The Department of State Architectural and Construction Control will oversee compliance. That department will monitor sites and act against violators.

Officials cited numerous complaints from apartment residents as the catalyst for action. The ministry aims to prevent chaotic development and preserve Bishkek’s architectural appearance.
