Halifax Broadens Access to Secondary Suite Funding Program
The Halifax Regional Municipality is enhancing access to its Secondary Units Incentive Program aimed at property owners interested in building secondary suites. This initiative supports the development of small-scale housing solutions, such as backyard tiny homes and basement apartments, by providing non-repayable grants.
Expanded Eligibility for Funding
Previously, eligibility was restricted to owners constructing a secondary unit on their primary residence. With the latest updates, non-profit organizations and housing cooperatives can now apply for funding. Furthermore, property owners can seek support for up to two secondary units per dwelling, subject to land-use regulations.
Application Timeline and Goals
The municipality has extended the application deadline by four months to October 11, 2026. This extension aligns with the municipality’s target to issue 250 new building permits by that date. Additionally, all construction must be finalized by April 1, 2027.
Previous Program Challenges
These modifications follow disappointing participation levels under former guidelines. A municipal staff report revealed that only 91 applications were submitted by December 15, 2025. Out of these, 69 applications were approved, while 22 were still under consideration.

It is essential to note that grants must be repaid if units are utilized as short-term rentals within five years of construction.
