CPSA Sanctions Dr. Ivor Orukpe
Dr. Ivor Orukpe, a family physician from Ponoka, has faced sanctions from the CPSA following his admission of unprofessional conduct. The incident occurred in February 2023 when he prescribed a dangerously high dosage of Methadone to a patient. After the patient reported self-administering Naloxone, Dr. Orukpe failed to ensure the patient’s safety and neglected to document critical discussions about opioid and alcohol consumption risks.
This incident marked Dr. Orukpe’s first disciplinary proceeding. The Tribunal recognized his willingness to learn from the situation, leading to a joint sanction agreement, which included:
- A formal reprimand.
- Completion of a medical records course at the University of Toronto at his expense.
- Payment of $2,500 to cover part of the investigation and hearing costs.
Sanctions Against Dr. Jay Quan
Dr. Jay Quan, a radiologist from Calgary, also faced severe repercussions due to unprofessional conduct. In February 2025, the CPSA Tribunal found him guilty of failing to respond to a series of communications from the CPSA. This lack of response has been a point of concern since March 2022.
Notably, Dr. Quan did not attend his hearing or provide representation. Given that this was his second disciplinary action for similar conduct, the Tribunal imposed the following sanctions:
- A six-month suspension from practice, effective June 2026.
- Completion of an ethics and boundaries program at his own cost.
- Responsibility for investigation and hearing costs, capped at $40,000.
Dr. Michel Prevost’s Suspension
Another physician, Dr. Michel Prevost from Calgary, has been sanctioned for unprofessional conduct related to his practice of Botox injections. Between 2021 and 2024, he provided these treatments for migraine headaches, violating restrictions on his medical permit.
Despite earlier sanctions in 2022 for similar violations, Dr. Prevost continued these practices. The Tribunal issued the following penalties:
- A nine-month suspension, with three months deferred pending compliance with the Tribunal’s conditions.
- Completion of an ethics and professionalism course at his own expense.
- Partial responsibility for investigation and hearing costs amounting to $7,500.
Understanding the CPSA Complaints Process
When a complaint is lodged with CPSA, various outcomes may be possible, including dismissal, investigation, or formal hearings. Should a case proceed to a hearing, an independent tribunal evaluates whether the physician exhibited unprofessional conduct.
In specific cases, the CPSA’s Complaints Director and the physician may arrive at a joint agreement prior to the hearing. This agreement often includes an admission of unprofessional conduct and a pre-determined sanction, expediting the resolution process and ensuring public interest is upheld.
