Affordable Housing Construction to Launch at Historic Putnam Hotel Site in DeLand

Construction has started on a long-awaited affordable housing project at the former Putnam Hotel site in DeLand. Officials will mark the groundbreak at 225 W. New York Ave. with a ceremony set for Tuesday at 1 p.m.

Project overview

The development, called New York Avenue Apartments, will create 84 units for income-eligible families. Blue Sky Communities will manage the property and oversee construction.

Thirteen units will be reserved as permanent supportive housing. Those units will help residents transitioning from the Neighborhood Center of West Volusia.

Support services

The Neighborhood Center of West Volusia will provide onsite assistance. Case management and supportive services will target formerly homeless residents.

Funding and recovery role

The county backed the project through Transform386, a HUD-funded grant program for disaster recovery. Additional gap funding came from HOME, HOME-ARP, and SHIP grant programs.

Local officials say the project helps replace housing stock lost or damaged in recent hurricanes. Volusia County Community Services aimed to restore affordable options to the market.

Site history and design

The Putnam Hotel dated to the 1920s. It stood vacant for more than a decade and was demolished in 2023.

Developers plan to incorporate select architectural elements from the original hotel. The design will nod to the historic Putnam Hotel site while providing modern amenities.

The initiative is part of broader affordable housing construction efforts in the area. Community leaders expect the new apartments to fill a critical housing gap.
