Oracle and OpenAI Cancel Texas Data Center Expansion, Reports Bloomberg News

Negotiations regarding the expansion of an artificial intelligence data center in Texas between Oracle and OpenAI have come to a halt. According to a report by Bloomberg News, both companies have decided to cancel their plans due to unresolved financing issues and changing requirements from OpenAI.

Details of the Project Cancellation

This project was part of the ambitious Stargate initiative, which includes an investment of up to $500 billion and aims to generate 10 gigawatts of power. It was originally introduced by former U.S. President Donald Trump in January 2025.

Proposed Expansion Plans

  • In September, Oracle and OpenAI had announced a potential expansion of 600 megawatts near the flagship Stargate site in Abilene, Texas.
  • This capacity will now be satisfied at another data center being constructed.

The Abilene site consists of eight buildings operated by Oracle Cloud Infrastructure. Two of these buildings are already operational.

Future Plans and Market Implications

Despite this setback, Oracle and OpenAI continue to pursue an additional 4.5 gigawatts of data center capacity. Major technology firms are heavily investing in data centers essential for running generative AI applications like ChatGPT and Copilot, which demand significant computing resources.

Opportunities for Competitors

The cancellation of the expansion talks has opened up possibilities for other companies, such as Meta Platforms, to consider leasing the Abilene site. The developer involved in this potential deal is Crusoe.

Nvidia has played a crucial role in this scenario by providing the AI semiconductors used at the Stargate site. The company facilitated discussions to ensure its chips would be utilized over those of its competitor, Advanced Micro Devices.

Stakeholders’ Responses

  • Meta did not provide a comment on the matter when approached.
  • Requests for information from OpenAI and Nvidia went unanswered.

The situation highlights the dynamic nature of negotiations in the tech industry and how strategic decisions by major players can impact market opportunities and direction.
