Caesars Windsor 20-Year Agreement with OLG Now Active

The Caesars brand will maintain its presence in Windsor for the next 20 years through a new agreement with the Ontario Lottery and Gaming (OLG) Corporation. This partnership officially commenced in May 2025, officially activating the 20-year agreement.

Cesars Entertainment President and CEO, Anthony Carano, expressed pride in continuing the iconic Caesars brand in Windsor. He noted that the resort has been crucial to the area’s tourism economy for over three decades. Since 2006, it has proudly operated under the Caesars name, and plans to enhance this legacy with exceptional hospitality and entertainment.

Historical Context and Modernization

The agreement marks the end of a lengthy procurement process that began in 2023, having faced delays due to the COVID-19 pandemic. The Windsor gaming complex is noteworthy as it is the last facility in Ontario to implement OLG’s land-based gaming modernization model.

OLG President and CEO, Duncan Hannay, highlighted the positive impact of this agreement on both the community and local economy. Hannay emphasized the significance of the partnership and its potential to benefit Windsor for many years.

Windsor Casino Timeline

  • 1994: The original casino opened at a temporary site.
  • 1998: Permanent complex launched.
  • 2006: Operations taken over by Caesars Entertainment.

As part of the new agreement, the provincial government will continue its quarterly payments to the City of Windsor. Furthermore, employment levels at the complex are mandated to be sustained until at least September 2027, with current employees represented by Unifor Local 444. The existing collective bargaining agreement will also remain effective.
