Pennsylvania and Maryland authorities have charged three Maryland residents in connection with a string of motorcycle thefts across southeastern Pennsylvania. The arrests follow a months-long probe by the Pennsylvania Attorney General’s Organized Retail Crime Section.

The defendants are Jermaine Holland, 53, and Jennifer M. Heist, 48, both of Glen Burnie, Maryland. Craig Grinage, 36, of Owings Mills, Maryland, is also charged.
All three face felony counts for corrupt organizations, organized retail theft, and related offenses. Maryland officials have lodged similar theft charges in that state.

- July 20, 2025 — At Eisenhauer Harley-Davidson in Manchester Township, York County, Holland allegedly pointed a handgun at a customer who intervened. He later led police on a high-speed chase into Maryland before capture.
Evidence and investigative methods
Special agents reviewed security video and matched movements with automatic license plate readers. Cell phone data also placed the defendants near the thefts.
Investigators coordinated with the Ocean City, Maryland, police department. Ocean City officers executed a search warrant on a clubhouse linked to the suspects.

Authorities linked the suspects to the Guerilla Motorcycle Club, a Glen Burnie chapter of the Wheels of Soul organization. That club traces roots to Philadelphia in the late 1960s.
