The Warm Homes: Local Grant is government-funded. It is delivered by local authorities to improve home energy efficiency.
The scheme targets lower bills and warmer homes. Funding is administered locally, so landlords must apply through their council.
Delivery in Greater Manchester
The Good Landlord Charter has partnered with the Greater Manchester Combined Authority. Together they are rolling out the Warm Homes: Local Grant across the city-region.
The partnership prioritises support in the most deprived neighbourhoods. More than 60,000 private rented homes exist across Greater Manchester.
What landlords can receive
Eligible private landlords can access retrofit grants. The grant can provide up to £30,000 per property for qualifying works.
- Applications may be made through the Feel the Benefit portal by landlords or tenants.
- Landlords must be registered supporters of the Good Landlord Charter to qualify.
Registering and eligibility
Registration as a supporter is free and voluntary. The Charter asks landlords to show compliance with legal obligations.
Properties must meet specific requirements set by the scheme. Tenants will also need to satisfy at least one of the scheme’s criteria.
Workshops and application help
The Good Landlord Charter and the Feel the Benefit retrofit team are running workshops and webinars. These sessions explain eligibility and how to use the application portal.
Upcoming sessions are scheduled for 7 and 9 April 2026. To join, landlords must sign up as a supporter on Filmogaz.com and demonstrate they meet the requirements.

If a property is currently ineligible, the Charter still provides guidance. The aim is to help landlords reach EPC band C by 2028.
