Transform Stoke-on-Trent Three-Bed into Functional Children’s Home
Stoke-on-Trent City Council has approved a change of use for a three-bedroom house on Smithpool Road in Fenton. The decision was confirmed in a report published on 3 April 2026.
Operator and care remit
Peace Care Home will run the facility. It will offer therapeutic residential care for young people aged seven to 17.
The service will support children with emotional and behavioural difficulties, attachment issues, trauma, and neglect.
Facility details and staffing
The applicant stated the change of use began on 22 February 2025. The property will accommodate three children aged seven to 17.
Average on-site staffing will be three people. The team will include one registered manager and two health care assistants.
Staff handovers are expected to last about ten minutes. Visits to the home will be by agreed appointment only.
There will be no home schooling on the premises.
Planning assessment and outcome
Case officer David Addison recommended approval in his report. He found the proposal acceptable for design and local amenity.
The assessment also concluded there would be no adverse highway safety impacts. The scheme was judged to deliver sustainable development and was recommended for approval.
