Water Supply Concerns Delay Thousands of New Homes

Plans to build large numbers of homes in Basingstoke and Deane face renewed scrutiny over water infrastructure. Planning changes and housing target

Water infrastructure review

Basingstoke and Deane Borough Council commissioned an updated water cycle study. The review examined whether current water networks can support the proposed growth. Environmental regulators, including the Environment Agency and Natural England, supported the study’s concerns.

Utility responses and pipeline delays

Responses from South East Water backed up some of the study’s findings. The utility reported delays to a planned transfer pipeline. Those delays add uncertainty about future water availability for new development.

Public consultation and feedback

The draft Local Plan drew more than 5,000 responses during consultation. The council says the feedback reinforces the water study’s conclusions. Officials now consider further work with South East Water and regulators essential.

Council position and next steps

Councillors have stressed that infrastructure must be secured before development proceeds. They say they cannot progress the plan without clear assurances on supply and service capacity. Once a solution is identified, the cabinet will set a revised timetable for the Local Plan.
