A significant redevelopment project for the Birchalls building in Launceston has been formally proposed, with a budget of $15 million. The application has been submitted to the city council and is currently open for public feedback.

This redevelopment aims to revitalize the long-abandoned site located at Brisbane Street Mall. The plan includes creating a mixed-use precinct that will encompass:

  • 21 residential apartments
  • Retail spaces
  • Food and beverage outlets

The application was lodged by S. Group on behalf of the Birchalls Build Co consortium and is categorized as a discretionary application under Launceston’s planning scheme. The deadline for public comments is March 2.

Preservation and Modernization

The project emphasizes the conservation of the historic Georgian Regency structure, which dates back to around 1831. Key aspects of the proposal include:

  • Retention of the original upper Brisbane Street façade
  • Preservation of significant first-floor elements
  • Demolition of later rear additions
  • Construction of a new three-storey residential building

The new construction will feature a rooftop terrace, gym, and meeting space. Notably, the building’s height will be capped at 17 meters, well within the 20-meter zoning limit.

Enhancements to Community Spaces

The redevelopment aims to create a public laneway that will connect Brisbane Street Mall to Dechaineux Way. Proposed features on the ground floor include:

  • Micro food and beverage vendors
  • Public amenities such as toilets and a parents’ room
  • Two commercial tenancies

The façade will be carefully restored, featuring new glazing and signage that align with its historic character.

Project Timeline and Community Impact

The development consolidates two lots at 118-122 and 124 Brisbane Street. Sam Haberle, a spokesperson for Birchalls Build Co, expressed a vision to create a vibrant north-south connection through this site, integrating food, art, and greenery. Construction is anticipated to commence in mid-2026 and is expected to last approximately two years.

The City of Launceston acquired the Birchalls building for $8.8 million in 2020. A term sheet was signed with Birchalls Build Co in October 2025 for the transfer of the site, with provisions for short-term rate relief until the apartments are sold.

Mayor Matthew Garwood has highlighted that this redevelopment will activate the mall, provide new housing options, and contribute to community benefits. The Birchalls building remains permanently registered on the Tasmanian Heritage Register, ensuring the preservation of its historic significance.
