Putin Hosts Syrian Leader Assad Again in Moscow Visit

On Wednesday, President Vladimir V. Putin of Russia hosted President Ahmed al-Sharaa of Syria in Moscow. This marks al-Sharaa’s second visit since he assumed power in late 2024, following the ousting of Bashar al-Assad. Al-Sharaa’s leadership has shifted the dynamics of Russian-Syrian relations significantly.

Al-Sharaa’s Pragmatic Approach

As a former Qaeda fighter and rebel leader, al-Sharaa has taken a pragmatic stance towards Russia. Despite facing Russian airstrikes during his time in combat, he is now seeking Moscow’s support for Syria’s reconstruction. Al-Sharaa conveyed that Syria should not provoke global powers and emphasized the need for Russia’s help in rebuilding.

Strengthening Economic Ties

Al-Sharaa highlighted the importance of stabilizing the region, stating that “Russia plays a major role in Syria.” He thanked Putin for Russia’s ongoing efforts to stabilize not only Syria but the broader region as well. Al-Sharaa also mentioned the necessity of addressing justice for al-Assad’s actions.

Speculations on Assad’s Extradition

Before the meeting, Kremlin spokesman Dmitri S. Peskov refrained from saying whether the issue of al-Assad’s extradition would arise. The Kremlin is particularly concerned about maintaining its military presence in Syria, which encompasses the Hmeimim Air Base, Tartus naval base, and the air base in Qamishli.

Control Over Kurdish Regions

Recent reports have indicated that Russia is reducing its military presence in Qamishli. Meanwhile, al-Sharaa’s government is working to assert control over the Kurdish region, taking over from the Syrian Democratic Forces. The U.S. has indicated confidence in al-Sharaa’s government’s ability to manage potential threats from the Islamic State.

Putin’s Congratulations

Putin congratulated al-Sharaa on the progress made in consolidating control over the Kurdish region. He expressed support for the restoration of Syria’s territorial integrity. “We have closely followed your efforts, and I congratulate you on this process gaining momentum,” Putin stated during their discussions.
