Authorities detained Brian last Wednesday and released him Monday after investigators did not file charges. Officials say additional charges remain possible as the probe continues.

A boat captain who ferried reporters to the harbor questioned the account. He described the cove as calm and shallow, generally three to 14 feet deep.
The captain said most people would not use a dinghy in that area. He noted many boats were nearby and could have offered assistance if a call for help had been made.
