France’s Maritime and Port Union Expands Operations

The Union Maritime et Portuaire de France (UMPF) confirmed major changes at its ordinary general assembly in La Rochelle. Francis Grimaud chaired the meeting and the members validated a set of strategic decisions.

New operational footing

UMPF created a permanent operational structure in 2025. It will handle animation and public affairs for the organisation.

This move strengthens influence. It also helps the Maritime and Port Union broaden its reach and expand operations nationally.

The UMPF’s Outre-Mer commission was restructured under Philippe Leleu. He represents the Union Maritime de La Réunion.

Membership and statutory evolution

Members approved a statutory change to create an “associate members” category. This opens the door to new maritime communities.

Historically made of 13 unions, UMPF has added the port communities of Toulon and Brest. Toulon is led by Philippe Garo. Brest is led by Laurent Caudal.

Strengthened cooperation with ANPMT

An amendment was signed to deepen cooperation with the Association Nationale des Ports Maritimes Territoriaux. The protocol expands joint work and information sharing.

The agreement includes systematic exchanges, joint actions and privileged access to partner events. Both organisations seek collective development of port territories.

UMPF plans to engage more actively at the European level in 2026. The focus will be on port attractiveness, fluidity and competitiveness.
