Retirement Modeller Delay Affects Civil Service Pension Scheme
The new retirement modeller for the Civil Service Pension Scheme will not launch as planned. HMRC announced the tool missed its 31 March portal deadline due to functionality problems.

Angela MacDonald, HMRC’s second permanent secretary, leads the recovery taskforce. She said the modeller must produce accurate estimates for members and run rigorous tests before release.
The taskforce emphasised the need for correct data to power retirement scenarios. That work is ongoing and will delay the roll-out further.

Pension quotations and deadlines
The taskforce aims to write to anyone who requested a pension quotation before 1 December 2025. Communications should be sent by Friday 10 April.
Members with portal accounts will receive messages there. Others will get letters by post.
What members must do
Capita will check whether applicants still intend to retire. It will also verify circumstances and request missing details.
- If there is no reply within two months, the case will be closed.
- A new request will be needed for any future quotation.
Quote delivery and acceleration
Priority remains on full and partial quotes requested before 1 December. Requests submitted after that date have seen only limited progress.
The team said delivery must speed up in May and June. This acceleration is needed to meet the end of June service restoration target.
Pensions in payment and mailings
Pensions in payment remain stable, the update confirmed. The scheme is distributing the 2026 Pension Increase mailing now.
About 730,000 pensioners will receive payslips and P60s. Members are asked to register digital or paper preferences for the 2027 digital move.
Customer service and resources
Call volumes rose at the end of March, which increased wait times. The average wait remains under 10 minutes.
Additional surge staff will stay in place. The move aims to support a transition to long-term stability.
