California Fireworks Blast: Ex-Sheriff’s Lieutenant Among 5 Charged
A major legal development has arisen following a deadly fireworks explosion in Northern California last summer. A former lieutenant of the Yolo County Sheriff’s Office, Samuel Machado, is among five individuals charged with murder. The incident, which occurred on July 1, 2022, took place in the rural community of Esparto and resulted in the deaths of seven workers.
Details of the Incident
The explosion, which originated from a fireworks warehouse, was felt by residents as far as 20 miles away. In addition to the tragic loss of life, the blast destroyed a family farm and ignited a significant 78-acre grass fire. Authorities report that at the time, Machado was illegally storing approximately 1 million pounds of fireworks on his property.
Charges Filed
Yolo County District Attorney Jeff Reisig announced a comprehensive 30-count felony indictment against Machado and others connected to the operation. The charges include:
- Seven counts of second-degree murder
- Child and animal endangerment
- Insurance fraud
- Possession of illegal assault weapons
In total, seven individuals, including Kenneth Chee, Jack Lee, and Gary Chan Jr. of Devastating Pyrotechnics, along with Douglas Tollefsen of Blackstar Fireworks, face serious charges. Machado’s wife, Tammy, has also been indicted on several charges, including tax fraud.
Investigation Findings
A civil grand jury investigation revealed that county officials had known about the illegal operations for at least three years before the explosion but failed to intervene. In June 2022, a tip was received regarding the businesses operating at Machado’s site; however, insiders suggested that inspections would be cautious due to Machado’s law enforcement ties.
The fireworks operation reportedly expanded extensively, from 13 storage containers in 2015 to over 50 containers and a 5,000-square-foot warehouse by 2025. Authorities noted that more than 11 million pounds of explosives had been imported to this location, raising serious safety concerns.

The explosion claimed the lives of seven workers, identified as:

- Neil Justin Li, 41, San Francisco
- Joel Jeremias Melendez, 28, Sacramento
- Carlos Javier Rodriguez-Mora, 43, San Andreas
- Jesus Manaces Ramos, 18, San Pablo
- Jhony Ernesto Ramos, 22, San Pablo
- Angel Mathew Voller, 18, Stockton
The families of the deceased have filed a $35-million claim against county and state fireworks regulators for alleged negligence in allowing the illegal operation to persist.
Arrests and Future Proceedings
The arrests occurred during a significant operation involving multiple law enforcement agencies. Some defendants are expected to arraign soon, while others remain in custody pending transfer to local jurisdictions.
