£340M North East Industrial Expansion to Create 3,000 Jobs Approved
Durham County Council has approved the next phase of the Integra 61 scheme in Bowburn. The decision was confirmed on 4 April 2026.
The scheme represents a £340m investment in the North East. It could create up to 3,000 jobs across the site.
Project scope
Citrus Durham is the developer behind the proposal. The plans allow for up to three million additional square feet of new units.
Proposed uses include storage, distribution and light manufacturing. Some office space is also envisaged to support occupiers.
Site context
The new units will sit behind the existing Amazon fulfilment centre. Nearby businesses include Costa and Greggs drive-thru outlets.
Construction is already under way for a 73-bedroom care home by Marton Care. Plans for about 260 new homes are progressing close to the site.
Roads and access
Approval unlocks work on the Bowburn Development Route. The bypass will provide direct access to the expanded employment area.
Locals previously supported a Bowburn Relief Road to reduce heavy goods traffic through the village. Councillor Gary Hutchinson said the new road must link properly to the wider network.
Local concerns and mitigation
Plans faced strong opposition from residents and community groups. The proposed road alignment runs within roughly 10 metres of some back gardens.
One nearby resident warned of increased noise and visual intrusion. She added that a four-metre barrier could intensify the impact.
Reopening proposals for the Leamside Line have also heightened local sensitivity. Citrus Durham said it had sought to reduce the scheme’s impact on nearby properties.
Council and developer remarks
Councillor Alan Bell called Integra 61 a major success for County Durham. He proposed approval during the planning meeting.
James Taylor, Citrus regional director, described outline consent as a significant milestone. He said the expanded site will build on previous phases and become a major regional employment hub.
