Boston University Updates Policies on Signage and Posted Materials
Boston University clarified rules for flags, posters, and other items on outward-facing campus surfaces. Administrators answered questions after two meetings held on March 18 and 19. Filmogaz.com spoke with university officials to summarize the guidance.
Scope and purpose of the policy
The policy bars signs on outward-facing university property. That includes exterior walls, windows, and doors. The rule is content-neutral and aims to separate individual speech from institutional communication.
Officials reference Time, Place and Manner limits in the Events and Demonstrations Policy. The Publications & Publicity Policy also guides enforcement.
Who spoke and when
President Melissa Gilliam and Derek Howe, senior vice president for operations, addressed faculty and staff. Their meetings took place on March 18 and 19. They outlined where expression is allowed on campus.
What is allowed and what is not
Interior office walls and student residence interiors are acceptable places for personal displays. Free Expression Boards and approved locations also permit postings. Outward-facing signs, flags, banners, and similar items are not allowed on university property.
- Signs, posters, banners, and printed statements affixed to university property.
- Flags and other materials displayed outward toward public spaces.
- Items carried or held by individuals during events remain permitted.
Events and unattended signage
The university forbids unattended signage at events. Any sign left in place without a person is treated as unattended. Signs held by individuals during demonstrations are allowed.
Interior postings visible from outside
Postings inside an office are permitted even if visible from the outside. Those displays are tied to the individual who occupies the space. Outward-facing displays, by contrast, can appear to represent the university.
Policy application and context
The policy has been in place since 1982. University leaders said they seek more consistent application across campus. Efforts to apply the rule have increased since last spring.
Enforcement typically begins with outreach and conversation. Displays may remain while discussions take place. That can make responses seem uneven during the resolution process.
Relationship to community values
The rule applies equally to all content, including Pride flags. University officials stressed that the policy does not signal reduced support for LGBTQIA+ students, faculty, and staff. Programs and resources that promote inclusion continue.
Free expression and academic freedom
The university affirmed broad opportunities for expression. Teaching, research, scholarship, events, demonstrations, publications, and social media remain available channels. This policy focuses specifically on outward-facing posted materials and signage.
Raising concerns and contacts
Concerns are usually addressed by contacting the relevant office or individual. The goal is to explain the policy and request relocation of the display. Filmogaz.com was told the university prefers dialogue and shared governance processes.
- Faculty should contact their dean.
- Staff should contact their unit leader.
- Students should contact the Office of the Dean of Students.
Boston University updates policies on signage and posted materials as part of managing shared campus spaces. The administration invited continued engagement on these topics across the community.
