Extremadura’s Government Stagnation Hits Three-Month Mark Without Resolution
Extremadura has spent three months with a caretaker administration. Voters went to the polls on December 21, 2025, and no governing pact has yet been sealed.
The region faces government stagnation at the three-month mark without resolution. PP and Vox remain unable to agree on a full coalition. No investiture date has been fixed.
Why talks have stalled
Negotiations began late, 23 days after the election. In-person contact was limited to three brief meetings through January.
Vox demanded detailed, measure-by-measure commitments. The PP sought broader programmatic agreement. That gap hindered progress for weeks.
Key moments in the timeline
- Late October 2025: early election was called, starting a longer paralysis.
- December 21, 2025: regional elections took place.
- Late January 2026: talks were suspended and then resumed in February.
- March 4, 2026: first investiture attempt for María Guardiola failed.
- March 6, 2026: second vote confirmed the failed investiture.
- March 15, 2026: Castilla y León elections; talks intensified after this date.
Génova’s intervention
National PP structures stepped in at the start of March. That move reactivated exchanges and document swaps. Negotiations showed a clear reset after the intervention.
Substantive issues on the table
Both parties agreed a decree-law to end administrative paralysis. The measure offered relief across sectors. It did not, however, replace a full government pact.
Vox wants Agriculture and related policies to be a priority. The party also seeks a role in Industry and a vice-presidency. Proposed vice-presidential duties include Immigration, Security, Interior, and Social Dialogue.
Vox insists on specifying budgets and execution schedules for each measure. The regional Vox leader, Óscar Fernández, has highlighted the need to “leave everything well tied.” National references to the party point to Santiago Abascal.
Positions and deadlines
Alberto Núñez Feijóo has urged that María Guardiola be invested before Holy Thursday. That date falls on April 2, 2026. The PP says the programmatic accord was “practically closed” early in the week.
Nonetheless, some technical points remain unresolved. The PP regional team complains about limited information flow. Both sides say they now intensify work to close the pact.
Next steps and parliamentary procedure
Once PP and Vox sign an agreement, a new investiture date will be set. Manuel Naharro, president of the Assembly, must convene the Junta de Portavoces. The investiture session must take place 48 hours after convocation.
Naharro has said he will not hold another round of consultations. He will act when told that Guardiola has sufficient backing. The aim is to avoid dissolving the Assembly and triggering repeat elections.
