Lawmakers Urge Hochul to Increase New York Taxes

Governor Kathy Hochul’s stance against raising taxes in New York continues to face mounting pressure. New York City Mayor Zohran Mamdani has led public support for tax increases, and lawmakers are now stepping in to echo these demands.

Lawmakers Propose Tax Increases

On Monday, both the State Senate and Assembly are poised to unveil budget proposals that call for various tax hikes. These measures aim to generate approximately $5 billion in additional revenues for New York City through a combination of tax increases and state aid.

Details of the Proposals

  • Personal income tax and corporate tax rates are among the targeted areas for hikes.
  • Proposed increases are less aggressive than Mayor Mamdani’s campaign plans.

Mamdani previously suggested a two-point tax increase for individuals earning over $1 million, which would elevate their overall tax burden by 51%. According to him, this could yield around $4 billion annually for the city’s budget. His proposal also included raising the corporate tax rate to 11.5% from 7.5%, aligning it with New Jersey’s highest rate.

Budget Negotiations and Deadlines

These proposals, known as “one-house budgets,” mark the beginning of crucial negotiations. A preliminary budget of approximately $260 billion was released by Hochul in January. Final decisions are required by April 1, though previous budget discussions have often extended past this deadline.

Evidence of Public Support

A recent Siena University poll indicates that 54% of New York voters and 62% of those in New York City back Mayor Mamdani’s tax initiatives. This public sentiment was reflected at a recent “Tax the Rich” rally in Albany, which attracted 1,500 participants.

Challenges Ahead

Despite this momentum, Hochul has maintained her position against raising income taxes, particularly as she approaches a contested re-election. However, as New York City grapples with a projected $5.4 billion deficit over the next two years, lawmakers emphasize the urgent need for revenue enhancement.

Specific Legislative Initiatives

  • Introduction of a 0.5% income tax surcharge for residents earning over $5 million.
  • End of tax breaks for certain gold bullion sales over $1,000.
  • Adjustment of corporate tax rates in conjunction with the unincorporated business tax rate.

Both Senate Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl Heastie are poised to advocate fiercely for these proposed tax changes. They hope to align the budget processes with the pressing financial realities faced by New York City, fostering a more secure fiscal future.

The coming weeks will be pivotal in determining whether lawmakers can persuade Hochul to reconsider her tax policies as negotiations unfold.
