Kalsan AB applied on September 8, 2025, for approval to run a private preschool under chapter 2, section 5 of the Education Act, seeking to open an 80-place facility in Hjulsta. The red-green majority said the proposal would also risk overestablishment in the area and that the city does not need 80 additional preschool places in Järva at this time.

Company background and local ties

Kalsan AB is based in Umeå and already operates a preschool in Skellefteå. Company filings list other lines of business—taxi services, cleaning, labour market measures, personal assistance and home care under SOL and LSS—but none of those services are run in stockholm. The board highlighted the lack of a local connection as part of its assessment.

Officials and immediate consequences

Preschool commissioner Alexandra Mattson (V) welcomed the decision, saying it was important to keep unsuitable actors out of preschool and protect children from providers that exist primarily to generate profit. The board’s ruling means Kalsan AB cannot open the planned Hjulsta preschool while the decision stands.

The board’s decision on March 3, 2026, can be appealed to the administrative court (förvaltningsrätten). If Kalsan AB chooses to appeal, the legal process will set the next confirmed milestone in the case.
