Application Process and Eligibility

  • All Texas families with school-age children can apply.
  • Eligibility extends to students in private schools or home schooling, while public school students must withdraw to enroll.
  • Proof of U.S. citizenship or lawful residency is required alongside other documentation.

Income thresholds set priority as follows:

  • Students with disabilities from families earning up to 500% of the federal poverty level.
  • Families earning at or below 200% of the poverty level.
  • Families between 200% and 500% of the poverty level.
  • Families above 500% of the poverty level can access up to $200 million of the total budget.

Funding and Financial Support

Families can expect varying levels of support under the program:

  • Approximately $10,500 annually for most private school attendees.
  • Up to $2,000 for home-school expenses.
  • As much as $30,000 for students with disabilities, depending on public school costs.

Children qualifying for higher tier funding must provide an Individualized Education Program, detailing their special education needs. Families can request these documents from their local public schools, which are required to comply within 45 days.

Managing Funds and School Enrollment

Funding will be administered through education savings accounts managed by Odyssey, a finance and technology firm. These accounts will allow families to pay for tuition and other educational expenses like tutoring and transportation.

Students must signal their intention to enroll in a private school during the application process. While official enrollment is required by June 1, the deadline can be extended to July 15 if necessary.

Participation of Private Schools

Over 1,600 private schools have joined the program, predominantly from the Houston and Dallas-Fort Worth areas. These schools must comply with specific criteria, including having operated for at least two years and maintaining proper accreditation.

Legal and Regulatory Considerations

The Texas Attorney General has indicated that the comptroller may exclude certain schools associated with groups deemed problematic. Recent legal challenges have emerged, particularly concerning schools affiliated with Cognia, which have been barred from the program.

Families will receive updates in April regarding their application status. Funding is projected to be available in education savings accounts from July through mid-August.
