Liberia’s 20-Year Aviation Modernization Plan

Officially launched by the Liberia Civil Aviation Authority (LCAA) on January 13, 2026, the Liberia Aviation Modernization Plan (2025-2045) aims to address critical safety and infrastructure issues in the country’s aviation system. This plan is a direct response to an International Civil Aviation Organization (ICAO) audit conducted in 2022, which identified Liberia’s safety oversight performance at a concerning 27.4%, significantly below the global benchmark of 60%.
