Quebec Appoints Serge Lamontagne as SAAQ Leader, Ex-DG of Laval and Montreal
The government of Quebec has appointed Serge Lamontagne as the new leader of the Société de l’assurance automobile du Québec (SAAQ). This follows a tumultuous period for the organization, which has experienced three leadership changes within the last three years. Lamontagne, who previously served as the director general of Laval and Montreal, will assume his role on January 19.
Leadership Changes at SAAQ
Lamontagne’s appointment comes in the wake of significant controversy, particularly surrounding the troubled launch of SAAQclic. The decision to hire Lamontagne occurred shortly after the resignation of François Legault and just a day before a critical report from the Autorité des marchés publics (AMP). This report raised serious concerns about SAAQ’s governance.
Responsibilities and Objectives
Lamontagne is tasked with implementing the recommendations from the AMP, as well as those forthcoming from the Gallant Commission, which is expected to finalize its report by February 13. His primary objectives include:
- Restoring fiscal balance to SAAQ’s finances, which are currently in the red.
- Ensuring quality service delivery to the public amidst ongoing technical issues.
- Promoting a culture of improved governance within the organization.
Background of Serge Lamontagne
At 67 years old, Serge Lamontagne brings over 35 years of experience in public service. He first became director general of Laval in 2014, a position he took up during a tumultuous time following the commission Charbonneau hearings. Lamontagne then transitioned to the role of director general of Montreal in 2018, serving under Mayor Valérie Plante until his departure in 2024.
His experience in reorganization within the public sector has led the Quebec government to believe that he can bring a much-needed fresh perspective to the SAAQ. Lamontagne is a certified corporate administrator and has served as an expert in residence at the École nationale d’administration publique.
Conclusion
Serge Lamontagne now becomes the fourth CEO of the SAAQ since the problematic introduction of SAAQclic. Previous leaders included Denis Marsolais, Éric Ducharme, and Annie Lafond, who has since resumed her position as vice president. With Lamontagne at the helm, stakeholders are hopeful for a turnaround at the SAAQ.
