U.S. to Launch Tariff Refund System on April 20
The Trump administration will begin issuing refunds for tariffs the Supreme Court struck down. The new system, called CAPE, is set to start on April 20.
How the CAPE system works
U.S. Customs and Border Protection completed the initial phase of CAPE, the agency said in a court filing. The system consolidates refunds into a single electronic payment, with interest when applicable.
CBP announced the launch date in a separate notice. Agency official Brandon Lord made the statements in filing with the Court of International Trade.
Scope and current enrollment
The tariffs at issue total about $166 billion, officials say. As of April 9, 56,497 importers had enrolled for electronic refunds totaling $127 billion.
Court documents show more than 330,000 importers paid the contested tariffs. Those charges applied to roughly 53 million imported shipments.
Phased rollout and processing hurdles
CBP will roll out CAPE in phases. The system will first process recent imports and straightforward entries.
The agency flagged a subset of entries with $2.9 billion in tariffs. Those normally require manual handling, which would greatly increase workload.
