Tributes Flow as Ex-Council Chief Eamonn Boylan Passes Away

Eamonn Boylan, a senior figure in Greater Manchester local government, has died at the age of 66. The Greater Manchester Combined Authority announced his death on April 2, 2026.

Career and achievements

Boylan served as chief executive of the Greater Manchester Combined Authority from 2017 to 2024. He had overall responsibility for the Greater Manchester Fire and Rescue Service while in post.

In 2019 he took on leadership of Transport for Greater Manchester. He oversaw the return of buses to public control for the first time in about forty years.

His public service career spanned 42 years. He worked in local government across Manchester, Sheffield and London, and served as Stockport council’s chief executive.

Boylan was awarded an OBE in 2023 for services to local government. He stepped down following the May 2024 mayoral elections.
