UN Launches Mediation and Fertilizer Aid in Middle East Conflict
The humanitarian toll from the ongoing Middle East hostilities is rising. Deaths, injuries and damage to civilian infrastructure are mounting.
The Secretary-General warned that global economic impacts are increasing. He called for immediate measures to reduce the suffering.
New UN initiatives announced
This week the UN unveiled two major responses. They aim to ease civilian hardship and reduce regional escalation.
One effort appoints a personal envoy to lead mediation. The other creates a Task Force focused on the Strait of Hormuz.
Task Force to secure maritime transit
The prolonged disruption of the Strait of Hormuz has choked shipments of oil, gas and fertiliser. The timing comes during a critical global planting season.
The UN Food and Agriculture Organization reports tanker traffic has fallen by more than 90 percent. That decline threatens agricultural production and global food security.
The UN Office for the Coordination of Humanitarian Affairs says supply chains face their most serious disruption since COVID-19 and the Ukraine war. Humanitarian deliveries across the Middle East are under severe strain.
The new Task Force will concentrate on safe and orderly passage for humanitarian cargo. It will prioritise the trade of commercial fertilisers and movement of related raw materials.
Jorge Moreira da Silva will lead the effort. He is Executive Director of the United Nations Office for Project Services.
UNCTAD, the International Maritime Organization and the International Chamber of Commerce will participate. The mechanism aims to support a lifesaving operation for import-dependent regions in Africa and Asia.
Operational steps will be taken with Member States. The UN says it will respect national sovereignty and established legal frameworks.
The initiative draws on past UN mechanisms. Examples include Yemen’s verification process, the Black Sea grain arrangement, and the Gaza aid mechanism under Security Council resolution 2720 (2023).
Envoy to lead mediation efforts
The Secretary-General appointed Jean Arnault as his Personal Envoy. Arnault will lead UN mediation and diplomatic outreach related to the conflict.
The Secretary-General described the situation as spiralling and urged a halt to escalation. He singled out calls for the United States and Israel to stop offensive operations, and for Iran to cease attacks on neighbours.
Arnault will engage with all parties and examine impacts on civilians and the global economy. His role will include supporting mediation and peace initiatives across the region.
Jean Arnault brings nearly four decades of diplomatic experience. He has led UN missions across Africa, Asia, Europe and Latin America. He most recently served as the Secretary-General’s Personal Envoy on Afghanistan and Regional Issues.
