Pentagon’s Sean Parnell Discusses Alignment of Senior Service College
The Department of War aims to enhance military education by aligning it with American values. On February 27, 2026, the Secretary of War signed a memorandum titled “Aligning Senior Service College Opportunities with American Values.” This initiative is intended to focus on the education of senior military officers and align it with the warrior ethos and the National Defense Strategy.
New Educational Directives
This memorandum builds upon earlier guidance from February 6, 2026, which addressed the need to rebuild the warrior ethos within professional military education.
Discontinuation of Certain Programs
- Starting from the 2026-27 academic year, graduate-level PME fellowships and certificate programs with Harvard University will be discontinued.
- Many legacy Senior Service College fellowships at Ivy League institutions will also be eliminated.
- The aim is to remove programs that diminish critical thinking, feature significant adversary involvement, or lack rigorous educational standards.
Importantly, these changes will not affect current Service members or Department of War civilians enrolled in the affected programs. They will still be allowed to complete their courses.

These policy adjustments are part of the ongoing “Rapid Force-Wide Review of Military Standards.” They reinforce the Department’s dedication to maintaining high educational standards and military rigor.
