MAP Develops ‘Local Content’ Definition for Public-Private Partnerships

The Polish government is moving forward with a new initiative regarding ‘Local Content’ as part of its public-private partnership framework. The Ministry of State Assets, led by Wojciech Balczun, is collaborating with business organizations to define this concept. The aim is to enhance the role of Polish companies in significant investments within the country.

Understanding Local Content

Local Content refers to the principle that a portion of finances and work conducted on major projects, such as power plants or highways, should benefit Polish firms and workers. This does not exclude foreign entities from participating, but they must operate locally to ensure that funds remain within Poland.

This approach is designed to boost the Polish economy by creating jobs and increasing tax revenues through strategic investments that remain beneficial for local communities.

Implementation in Practice: The Stalexport Example

One practical illustration of the Local Content policy can be seen in the operations of Stalexport Autostrady, responsible for managing the A4 highway between Katowice and Kraków. In 2025, the company reported operational revenues of 641 million PLN, a 9% increase compared to the previous year. A portion of these funds is reinvested into the infrastructure, ensuring ongoing modernization.

Infrastructure Development

In 2025, about 35 kilometers of new pavement was laid, with an additional 32 kilometers scheduled for repair in 2026. The A4 highway is a crucial military corridor for both Poland and Europe, highlighting the necessity for maintaining its technical condition.

Financial Contributions to the State

From 2018 to 2024, over 600 million PLN flowed to the State Treasury from Stalexport. Under the concession agreement valid until March 2027, the company is committed to delivering the highway in excellent condition, essentially as a new section ready to serve drivers for years to come.

The newly defined Local Content policy represents a significant step towards strengthening Poland’s economy while ensuring that major investments provide tangible benefits to local stakeholders.
