The Flying Horse Bar and Brewery, located in Warrnambool, Victoria, has been fined $150,000 for serious gambling license violations. The Victorian Gambling and Casino Control Commission uncovered multiple breaches during inspections conducted in February 2024.

Key Violations Identified

Inspectors identified several significant issues at the venue:

  • Failure to have a licensed gambling industry employee present on 12 occasions.
  • Inadequate management of unclaimed winnings, with no register kept.
  • Failure to maintain required CCTV footage of the gaming area for 28 days.
  • Staff interacting with a patron showing signs of gambling distress was insufficient.

Staff Misconduct and Compliance Issues

Inspection reports revealed that staff members played poker machines while on duty, utilizing residual credits. Additionally, the establishment did not have a responsible gambling officer present in the gaming area during 22 instances when the machines were accessible to the public.

Commission’s Statement

Suzy Neilan, the commission’s chief executive, stated that this fine is the highest imposed on a club or hotel for such violations. Neilan emphasized the importance of venue staff in preventing gambling-related harm.

Previous Offenses and Cooperation

In August 2025, the Flying Horse Bar and Brewery faced additional penalties when it was fined $6,000 by the Warrnambool Magistrates Court for allowing minors into the gaming room.

The commission acknowledged the establishment’s cooperation during the investigation. Following the violations, the bar has implemented several corrective measures, including:

  • Training for staff on responsible gambling practices.
  • Installation of a continuous CCTV system in the gaming area.
  • Creation of an unclaimed winnings register.
