Key targets included Odesa and the central regions of Dnipropetrovsk and Vinnytsia, with considerable damage to critical infrastructure reported.

Energy Minister Denys Shmyhal noted that some regions experienced even colder weather, with readings sinking to -25°C (-13°F). President Zelensky criticized Russia for exploiting the harsh winter to terrorize civilians instead of seeking diplomatic solutions.
