In Wilmington, Mayor John Carney also issued a state of emergency that includes several precautions:

  • Closure of city offices for nonessential employees on Monday.
  • City parks will be closed at 6 p.m. on Saturday, with exceptions for designated emergency shelters.
  • Roadways will be restricted to nonessential traffic starting at 1 a.m. on Sunday.
