The Romanian city of Oradea is set to enhance its public transport system through a groundbreaking initiative involving tram-trains. The project will see the procurement of 14 electric tram-trains aimed at connecting the city with its metropolitan area. This significant undertaking marks a pivotal step in the development of a metropolitan train network as outlined in the local mobility strategy.

The total estimated cost of this project is approximately 461.9 million lei, excluding VAT. This investment covers both the supply of the vehicles and required maintenance services for their operation.
Technical Specifications of the Tram-Trains
- Three tram-trains will operate on 25 kV AC and 600 V DC, offering self-sufficiency.
- Eleven additional vehicles will function solely on 600 V DC.
This configuration allows seamless operation across varied railway infrastructures, combining urban transport benefits with regional train advantages. The project aims to mitigate road traffic and greenhouse gas emissions, providing a rapid and effective commuting alternative.
Project Timeline and Funding Conditions
The contract spans a total period of 84 months: 24 months for vehicle delivery and 60 months for unconditional technical warranty. However, the implementation depends on the successful signing of a funding agreement for “Developing the Metropolitan Tram-Train Network in Oradea,” submitted for financing under the Transport Program 2021-2027.
- The bidding process will remain active for 24 months post-tender, with the right to cancel the procedure if financing is not secured.
- Interested bidders must provide evidence of having produced or delivered at least 14 similar vehicles within the last three years.
Offers must be submitted by March 26, 2026, at 15:00, with the selection criterion based on the optimal quality-price ratio.
Network Development Details
The Bihor County Council has approved technical-economic indicators for the metropolitan tram-train network’s development. The plan involves rehabilitating decommissioned railway lines and establishing new routes to provide public transportation alternatives for Oradea and its metropolitan surroundings.

Out of the total length, 24.2 km will be rehabilitated and electrified. The project will also establish 27 stations, five bridges, three underpasses, nine pedestrian footbridges, and 39 level crossings.
Strategic Importance of the Tram-Train Project
The tram-train initiative responds to population growth in Oradea and surrounding areas, as well as increased job opportunities generating significant commuter traffic. Currently, half of these commuters rely on personal vehicles, highlighting the need for a sustainable and efficient transport solution.
The project is a collaboration between Bihor County Council, the Municipality of Oradea, Oradea Local Transport, the Metropolitan Area Association, and the Local Development Agency of Oradea. In July, Ilie Bolojan, then the president of the Bihor County Council, signed a protocol with the national railway company to advance the metropolitan tram-train network, which is deemed the most vital mobility project for Oradea.
Future Developments and Modifications
Bolojan stated that commuters can expect improved travel conditions with the new tram-trains set to be acquired through this initiative. Recent months have seen various stages completed, including:
- Integrating projects and preparing the funding application
- Conducting traffic studies
- Performing cost-benefit analyses
- Coordinating with the electrification project of the Cluj – Oradea – Episcopia Bihor rail line
Adjustments to the initial plan include the removal of a previously contemplated tram link and the construction of a road overpass, mitigating potential traffic congestion in the area.
By August, following final modifications, the complete documentation of the project is scheduled for approval. The total investment exceeds 200 million euros, primarily funded through European funds, showcasing a significant commitment to enhancing transportation infrastructure in Romania.
