O’Connell described the current phase as limited in competitive reps. Phase 2 of voluntary OTAs mainly features on-air route work.
He said coaches want players working with the entire offense. That includes wide receivers, tight ends and running backs every day.
Development over instant competition
O’Connell emphasized teaching and learning during the offseason. He warned against loading the roster and rushing rep allocation in March.
The team plans individualized improvement programs. Those plans are meant to give players runway to develop.
When competition begins
The head coach expects true competition to align with training camp. Joint practices and preseason games will factor into the evaluation.
O’Connell said the staff must improve along with the players. He called this offseason critical for the franchise’s trajectory into Year 5.
