UK’s Busiest Railway Station Secures £1.2 Billion Redevelopment Approval
Plans for the redevelopment of London’s Liverpool Street railway station have received approval, paving the way for a significant transformation. The City of London’s planning committee granted planning permission to Network Rail’s £1.2 billion proposal for the grade II-listed site.
Key Features of the Redevelopment
The ambitious project includes the construction of a 97-metre (318ft) mixed-use tower block directly above the station’s concourse. Network Rail emphasizes that their plans will respect the station’s historical significance.
Concerns Raised by Preservationists
However, this redevelopment has sparked controversy. Griff Rhys Jones, the president of the Victorian Society and the Liverpool Street Station Campaign (Lissca), criticized the decision, calling it a “sad day for the City of London.” He expressed concerns over the potential impacts of the new tower on the station’s heritage.
- Jones stated a “disfiguring billion-pound office block” is unnecessary for the City’s future.
- He questioned the project’s profit potential to fund improvements to the concourse.

Proposed Improvements for Passengers
Network Rail has outlined several enhancements intended to improve the experience for travelers:
- Increase overall concourse capacity by 76%
- Enhance passenger flow
- Provide step-free access from street level to all platforms, including London Underground lines
- Add more lifts and escalators
Future of Liverpool Street Station
Ellie Burrows, managing director for Network Rail’s eastern region, hailed the approval as a critical step toward revitalizing Britain’s busiest railway station. She acknowledged that annual passenger numbers are expected to rise to 158 million in the coming years, thus ensuring the station is equipped for future demands.
Lissca, supported by thousands of advocates, intends to continue pressing for considerations from the Mayor of London and, if necessary, the Secretary of State for Housing, Communities, and Local Government.

According to the Office of Rail and Road, Liverpool Street Station had an estimated 98 million entries and exits in the year ending March 2025. This statistic underscores the importance of the redevelopment in accommodating growing passenger needs.
