Lawmakers Propose Inspector General Oversight for Baltimore County Schools

Baltimore County Public Schools are facing increased scrutiny as lawmakers propose enabling the county’s inspector general to oversee school operations. With the school system already consuming half of the county’s budget, concerns about financial oversight have grown.

Proposed Oversight by the Inspector General

Last year, school administrators sought a significant funding increase of 21.7%. This request ignited debate around the management of education funds amid declining test scores.

State Delegate Ryan Nawrocki has been vocal about the need for transparency. He stated, “We’re spending a lot of money with continuing declining test scores and we need to get to the bottom of how that money is being spent.”

Arguments for Enhanced Oversight

Nawrocki’s proposal aims to grant the inspector general authority to investigate the school system’s budget and expenditures. He highlighted the office’s past successes in uncovering important issues related to waste and fraud.

  • Delegate Nawrocki argues that current internal auditors at Baltimore County Public Schools (BCPS) lack investigative power.
  • He claims, “While BCPS has internal auditors…they are not investigators.”

Advocacy for external oversight is echoed by taxpayer advocate David Williams. Williams supports the proposal, emphasizing the necessity of an independent investigation into the staggering $2.5 billion budget allocated to the school district. He remarked, “The only conflict of interest is not ensuring taxpayers have a real watchdog looking at the money being spent inside the school district.”

Comparison with Other Counties

Notably, Montgomery County is currently the only other jurisdiction in Maryland with inspector general oversight for schools. This sets a precedent that supporters hope to replicate in Baltimore County to ensure fiscal accountability.

As discussions continue in Annapolis, lawmakers are weighing the implications of this proposed oversight, which could redefine financial monitoring in public education.
