Zelensky Revamps Ukraine’s Defense Strategy Structure

Ukrainian President Volodymyr Zelensky has announced a significant update to the nation’s defense strategy structure. Changes to Ukraine’s Defense Strategy Structure

The new decree replaces Presidential Decree No. 61/2020, which was previously in effect since March 3, 2020. This means that the former structural guidelines for Ukraine’s defense plan are now deemed invalid. These agencies are responsible for developing a comprehensive defense plan aligned with the new decree. Once completed, the plan must be submitted to the National Security and Defense Council for further consideration.

This decree is effective immediately upon publication. Additionally, it comes at a critical time, as the Verkhovna Rada extended martial law and general mobilization for an additional three months in January 2026. This extension indicates a continued focus on national security while reinforcing the need for a robust defense strategy.
