UN Secretary-General Candidate Unveils New Investment Plan

Claudia Sheinbaum, a leading candidate for UN Secretary-General from Latin America, has expressed her endorsement for Michelle Bachelet. This decision was made after Mexico briefly considered putting forward Alicia Bárcena, the Minister of SEMARNAT. Sheinbaum emphasized Bachelet’s capabilities and experience, noting the unified support from President Boric of Chile.

Mexico Unveils Significant Investment Plan

Alongside her support for Bachelet, Sheinbaum also introduced a substantial investment initiative with Finance Minister Edgar Amador. This initiative, called the Development with Welfare Infrastructure Investment Plan, allocates MX$5.6 trillion (approximately US$267 billion) across eight critical sectors.

Investment Breakdown

The investment plan targets several strategic areas of development:

  • Energy: 54%
  • Railways: 16%
  • Highways: 14%
  • Ports: 6%
  • Healthcare: 6%
  • Water: 3%

For the year 2026, Mexico plans to invest an amount equal to 2.5% of its GDP, along with an additional MX$722 billion (or US$34.7 billion) for supplementary investments. This initiative aims to undertake historic public and mixed investments in vital infrastructure.

Commitment to Fairness

Sheinbaum highlighted that all new projects will remain under state control. The financing will have regulated rates, ensuring no exploitative contracts are in place. Regulations mandate that public participation in the electricity sector must be at 54%, with private involvement capped at 46%.

Strategic Oversight

Finance Minister Amador announced the establishment of a Strategic Investment Planning Council. This council, which will be chaired by the president, will be responsible for overseeing project progress and prioritizing key initiatives. Amador remarked that public investment is vital for development and must coincide with fair wealth distribution and social welfare.

Legislative Support

Sheinbaum is set to introduce legislation in the Chamber of Deputies, designed to provide comprehensive legal support for the Investment in Infrastructure Plan and its Strategic Planning Council. She stated that this legislation would integrate planning and foster a long-term vision for Mexico’s infrastructure development.
